Flight Data Exchange for Romanian Air Force (FDEx) - Ministry of Defense

 

 

 

  • Challenges

Creation of an information System for the management of military flights and transmission of the civil and military flights plan (FPs) to the Air Sovereignty Operations Center (ASOC) Romsys was the Single Contractor for this project.



  • Objectives 

 

Collect and feed FPs data to C2 capabilities and to emerging RoAF C4I system;


Enable implementation of a common civilian-military methodology in Air Traffic Management related activities;


Exchange FPs and associated messages, acting as an interface between various entities, both military and civilian;


Create potential common operating environment for authorized airspace users (other than those serviced by national ATS administration) as far as FP processing is concerned.

 


  • Solution and Benefits

 

The system is designed to be operational at the level of military units which perform the flights tracking, but can be also operated by the civil entities, which are authorised aerospace users.

The basic role of the system is to collect, store, process and selectively distribute the analized and newly generated flight plan information to various destinations.

In terms of operational benefits, the system provide the user with full support in creating, editing, saving, submitting and retrieving of FP requests and FPs. Users can also build non-standard routes using the new graphical tool.

Application software functionality is clearly divided/mapped onto users` operational roles (operator, controller, supervisor) not onto workstations, and the administrator role is the only one that can update the codes tables in the database. Codes tables are automatically downloaded at the remote sites as they are updated.

The communication and cabling solution was configured and implemented by Romsys using the RTP/STAR communication system of the army for data migration.

FDEx is homologated by the Ministry of Defense and currently used by the Romanian Air Forces.
